Small Business Background Check Cost 2026: The Self-Serve Field Under 50 Hires per Year
If you hire fewer than 50 people per year, the published-rate vendors (GoodHire, Checkr) clear the quote-only enterprise vendors on every dimension: cost, procurement speed, contract flexibility. Here is the decision logic, the worked annual cost, and the pitfalls to avoid.
Why published-rate vendors win at SMB volume
Enterprise background-check vendors price on volume and configuration. The published rate is buried under setup fees ($175 to $5,000 per third-party listings for HireRight and First Advantage, neither vendor-confirmed), annual contract minimums, and an account-management overhead that does not scale down. At 20 checks per year a per-check rate of $29.99 from GoodHire costs $600 annually; a $1,500 enterprise setup fee plus a per-check rate that is unlikely to be lower than $29.99 means the enterprise vendor cannot win on price alone at this volume.
The 5-minute decision rule
- 1 to 10 hires per year. GoodHire self-serve. Basic $29.99 per check, no contract. Done in 15 minutes.
- 10 to 50 hires per year. Still GoodHire or Checkr. Decide on UX (GoodHire) vs API (Checkr). Pricing is identical.
- 50 to 200 hires per year. Stay on Checkr Essential ($54.99) or upgrade to Complete ($89.99) for the deeper bundle. Begin gathering enterprise vendor quotes for benchmarking.
- 200+ hires per year. Consider enterprise vendors seriously; the volume justifies the procurement effort.
Worked annual cost at SMB volume
The table below uses published rates only. Pass-through court fees ($5 to $40 per check depending on jurisdiction) and add-ons (MVR $9.50, drug $60) are not included; they are real costs and explained in the pass-through court fees deep dive.
| Hires per year | GoodHire Basic | Checkr Essential | Checkr Complete |
|---|---|---|---|
| 5 | $149.95 | $274.95 | $449.95 |
| 10 | $299.90 | $549.90 | $899.90 |
| 25 | $749.75 | $1,374.75 | $2,249.75 |
| 50 | $1,499.50 | $2,749.50 | $4,499.50 |
The annual spend at 50 hires per year using Checkr Complete ($4,499.50) is roughly the breakeven against a typical enterprise vendor setup fee. Above 50 hires per year, enterprise contract economics start to make sense.
The five mistakes SMB buyers make
- Buying Complete when Basic is enough. If you are hiring for non-driving, non-regulated US roles, the Basic tier ($29.99) covers SSN trace, sex offender registry, global watchlist, and national criminal search. Complete adds federal criminal search and 7-year employment verification; the marginal value at SMB volume is rarely worth $60 per check.
- Ignoring pass-through court fees in the budget. The published per-check rate is the platform fee; county and state court access fees are billed at cost on top and can add $5 to $40 per check depending on jurisdiction.
- Running drug screening by default. Drug screening at $60 per clinic-based test is the most expensive add-on. Default it off; turn it on only for roles where the regulatory or insurance requirement justifies it.
- Calling enterprise vendors at low volume. Below 50 hires per year, the enterprise vendor sales cycle costs more in HR time than the savings would yield.
- Skipping the FCRA disclosure form. Federal law requires written disclosure that a background check will be run and written authorisation from the candidate. Both GoodHire and Checkr provide templates; not using them creates real legal exposure.
Regulatory checklist for SMB
- FCRA disclosure and authorisation. Required for every employment background check. Use the template from your chosen vendor.
- EEOC consideration of conviction records. Federal guidance limits how arrest and conviction records can affect a hiring decision; document your individualised assessment.
- State ban-the-box. Roughly 35 states and 150 cities restrict when a background check can be run. Default to running the check after a conditional offer.
- Adverse-action workflow. If you decline a hire based on the report, FCRA requires a pre-adverse-action letter, a waiting period, and a final adverse-action letter. Both GoodHire and Checkr provide workflow tooling.
What we recommend
For most US SMB hiring, GoodHire Basic at $29.99 per check is the right answer until your annual volume crosses 50. Use the multi-vendor calculator at your actual hiring volume to confirm. If you have a developer team and an ATS, Checkr is the better long-term integration. If you hire internationally, only Checkr publishes an international rate ($32 per check, 200+ countries).
