The published per-check rate at Checkr and GoodHire is a platform fee. County-court and state-record access fees are pulled at cost by the vendor and billed on top. Budget rule of thumb

For most US hiring across mixed jurisdictions, plan on 15 to 30 percent above the published per-check rate to cover pass-through court fees. At Checkr Essential ($54.99) that is roughly $63 to $72 per check actual; at Checkr Complete ($89.99) roughly $103 to $117 per check actual. If your hiring footprint is concentrated in Hawaii or New York City, plan higher.

What it means for SMB

An SMB hiring 25 people per year on Checkr Essential at $54.99 published will see a year-end invoice around $1,719 to $1,800 (25 checks at $54.99 = $1,374.75 published, plus 25 to 31 percent pass-through). The pass-through is real money but not material for SMB. Treat it as a budget overhead, not a vendor selection criterion.

What it means for enterprise

At enterprise volume (500+ hires per year), pass-through court fees are a material RFP line item. The vendors do not negotiate pass-through fees (they are at cost) but they do differ in the data-routing efficiency. Some enterprise vendors offer data-aggregation contracts where a multi-state hiring profile is searched through a single national database rather than per-county, which can reduce pass-through by 20 to 40 percent. Confirm what the vendor offers in the RFP.

The annual minimum trap

Enterprise vendors with annual contract minimums sometimes set the minimum spend as "X checks at the negotiated rate". If pass-through fees are billed outside that minimum, they are a real additional cost; if pass-through fees count toward the minimum, you may end up paying for unused capacity. Read the contract clause carefully and confirm in writing.

The actual landed cost for a typical US hire with a multi-county residential footprint is $35 to $40 per check after pass-through.
