Enterprise HR Background Check Cost 2026: The Quote-Only Field Above 500 Hires per Year
At enterprise volume, the four quote-only vendors (Sterling, HireRight, Accurate Background, First Advantage) dominate by depth of compliance packaging, industry specialism, and dedicated account management. None publishes per-check rates. The procurement decision is about depth and integration, not published price.
The four enterprise vendors
- Sterling. Acquired by First Advantage on 31 October 2024; now displays "Sterling is now a First Advantage company." 15+ countries. Per-check rates and annual escalator terms not publicly disclosed.
- HireRight. Fortune 500 customer base. Global presence. Third-party listings cite $39.95 to $79.95 per check plus $1,000 to $5,000 setup; not vendor-confirmed.
- Accurate Background. 60M+ annual searches across 16,000+ customers (self-reported). Strong in healthcare, retail, transportation.
- First Advantage. Combined entity revenue above $1B after the Sterling acquisition. Largest US background-check provider by revenue. Industry-specific packages for healthcare, financial services, transportation, government.
The procurement timeline
Enterprise background-check procurement typically runs 4 to 12 weeks from first sales call to first production check. The steps are predictable: discovery call (week 1), scoped quote and contract draft (weeks 2 to 4), legal review and redlines (weeks 3 to 6), data-privacy and security review (weeks 4 to 8), implementation and ATS integration (weeks 6 to 12). Plan around this; do not expect to be running checks in your second week.
The Sterling / First Advantage consolidation
First Advantage acquired Sterling in 2024. The combined entity is the largest US background-check provider by revenue. From a buyer's perspective the two brands still operate distinct sales motions and product surfaces, but the underlying data and operations are consolidating. When you put Sterling and First Advantage in the same RFP, expect overlapping responses. Negotiate against HireRight or Accurate Background as the genuine alternative.
What to include in your enterprise RFP
- Per-check rate at your projected annual volume. The published rate (which does not exist) is irrelevant; ask for the volume-negotiated rate.
- Setup fee, annual minimum, and termination clauses. Setup fees vary widely; cited third-party numbers are $175 to $5,000 but neither vendor confirms publicly.
- Industry-specific packages. Healthcare (JCAHO, sanctions, license verification), financial services (FINRA, FDIC), transportation (DOT, PSP, MVR), government (security clearance integration).
- Pass-through court access fees. Standard pass-through; confirm no markup.
- Add-on rates. MVR, drug screening (clinic and onsite), employment verification, education verification, credit, fingerprint (livescan).
- Adverse-action workflow tooling. Pre-adverse and final adverse letter automation, candidate dispute workflow.
- ATS integration. Workday, SuccessFactors, Greenhouse, Lever, iCIMS, Taleo. Confirm production-quality connector, not just API documentation.
- International coverage. Country list, per-country pricing, data-residency commitments (especially for EU candidates under GDPR).
- SLA on turnaround time. 95th-percentile turnaround for the standard package, with adverse-event escalation.
- Audit and SOC 2 documentation. SOC 2 Type II, ISO 27001 if international, NIST 800-53 mapping if federal customers.
The Checkr Enterprise alternative
Checkr publishes an Enterprise tier (quote-only) alongside the published Basic / Essential / Complete rates. At enterprise volume Checkr is a credible alternative to the four traditional vendors, particularly if your hiring is technology-heavy and you value the developer API. Checkr does not have the same industry-specific compliance depth as Sterling, HireRight, Accurate, or First Advantage in healthcare or financial services, but at 500 to 2,000 hires per year in a tech-sector enterprise the trade-off is often worth it.
When the in-house build option becomes credible
At 10,000+ hires per year, a handful of Fortune 100 enterprises run an in-house screening orchestration layer over multiple data-only suppliers (county-court data resellers, MVR providers, drug-screening clinics). This is rarely the right answer below 10,000 hires per year because the orchestration layer requires meaningful engineering and compliance investment that the negotiated enterprise per-check rate already absorbs.

Third-party listings cite per-check rates for these vendors but those numbers cannot be cited to the vendor itself, vary materially by annual volume, and are not a useful benchmark for enterprise procurement.
